Russell Jeremiah Proctor was a 25-year-old U.S. Army Staff Sergeant from Oroville, California. He served with Troop C, 4th Squadron, 9th Cavalry Regiment, 2nd Brigade Combat Team, based out of Fort Hood, Texas.
According to U.S. Department of Defense casualty reports, Proctor died on June 26, 2011, in Jalula, Iraq, from wounds sustained in a hostile incident. The Pentagon listed his death as occurring from 'enemy small-arms fire.' Jalula is a town in Iraq's Diyala province, northeast of Baghdad.
Proctor's death occurred during Operation New Dawn, the operational name for the final phase of the U.S. military mission in Iraq following the end of Operation Iraqi Freedom. The period, which lasted from September 2010 to December 2011, was defined by a transition from combat operations to an advisory and support role for Iraqi security forces.
Following his death, Proctor's body was returned to the United States. He was posthumously awarded the Bronze Star Medal, Purple Heart, and Meritorious Service Medal, according to official military records. A memorial service was held at Fort Hood.
