Staff Sergeant Dwayne Ein Williams was a 28-year-old Marine from Baltimore, Maryland. He served as an Explosive Ordnance Disposal (EOD) technician with the 9th Engineer Support Battalion, 3rd Marine Logistics Group, based out of Okinawa, Japan, before deploying to Iraq.

On August 24, 2006, Williams was killed by hostile action in the city of Ar Ramadi in Iraq's volatile Anbar province. According to the Department of Defense, he died while conducting combat operations. Specific details of the incident were not publicly released, but EOD teams were routinely tasked with locating and disarming improvised explosive devices (IEDs), a leading cause of casualties during that period.

Williams's death occurred during a phase of Operation Iraqi Freedom marked by intense urban warfare and a Sunni insurgency, particularly in Anbar province.
